Donald Trump picked Kristi Noem as homeland security secretary as a personal favour to his former campaign manager Corey Lewandowski despite objections that she was “obviously unqualified”, according to a new book.

The factional infighting behind Trump’s cabinet selection, where inexperience was no barrier to success, is detailed by journalist Jonathan Karl in Retribution: Donald Trump and the Campaign That Changed America. The Guardian obtained a copy.

Soon after his election victory last November, the book recounts, Trump picked Noem to run the Department of Homeland Security, central to fulfilling his campaign promise of the mass deportation of undocumented immigrants.

Like Pete Hegseth, who landed the job of defense secretary, Noem, then the governor of South Dakota – who faced an outcry over her admission in a book that she once shot a pet dog – had not been on the transition team’s list of possible candidates and had not gone through vetting for the job, Karl writes in Retribution.

<gu-island name="RichLinkComponent" priority="feature" deferuntil="idle" props="{"richLinkIndex":4,"element":{"_type":"model.dotcomrendering.pageElements.RichLinkBlockElement","prefix":"Related: ","text":"US airports refuse to air Kristi Noem video blaming Democrats for shutdown","elementId":"63684b94-771c-4d5c-8bda-900531862819","role":"richLink","url":"https://www.theguardian.com/us-news/2025/oct/14/airports-kristi-noem-video-government-shutdown"},"ajaxUrl":"https://api.nextgen.guardianapps.co.uk","format":{"design":0,"display":0,"theme":0}}"/>

“When a surprised Trump advisor asked the president-elect why he had decided to nominate Noem to be secretary of Homeland Security, he had a simple answer. ‘I did it for Corey,’ he said. ‘It’s the only thing Corey asked me for.’”

Lewandowski was Trump’s campaign manager until he was fired in June 2016 after a string of controversies that included being accused of forcibly yanking the arm of a female reporter. Rumours of an affair between Lewandowski and Noem have swirled in Washington for years, though both deny the relationship.

Karl notes that even some of Trump’s closest allies were uncomfortable with putting Noem in charge of a sprawling department that includes Immigration and Customs Enforcement (ICE) and the Federal Emergency Management Agency (Fema).

Steve Bannon, an influential podcaster and former White House chief strategist, told the author two days after Trump made the announcement: “We still got the global war on terror. She runs the whole thing? She runs the fucking Secret Service? It’s all of it. It’s the global war on terror. It’s all that. What are you talking about? She’s never been in law enforcement!”

But Bannon did not blame Trump for making what he considered a terrible choice, Karl adds. “He blamed Lewandowski for convincing the president-elect to do it. ‘This motherfucker asked for somebody who’s obviously unqualified – and it’s dangerous. This is dangerous. What are you doing?’”

Noem was confirmed by the Senate in January. She has since been criticised for controversial spending, immigration policy overreach and bureaucratic delays in disaster aid. Her series of photo ops and glossy videos at locations including the southern border and a mega-prison in El Salvador have been described as “authoritarian cosplay”.

Noem was not the only cabinet pick who proved divisive, according to the book. Sean Duffy, a former Republican member of Congress and Fox Business anchor, wanted the job of US ambassador to the United Nations despite having no background in foreign policy. But Trump had already decided to offer the job to the House representative Elise Stefanik.

Duffy was considered for transportation secretary instead but again lacked relevant experience. Karl writes: “When Trump asked a friend of Duffy’s if he knew anything about transportation, the friend answered, ‘Of course he does, he has nine kids!’ Moving a family that large around, the friend joked, requires at least some transportation expertise.”

Howard Lutnick, who would become Trump’s commerce secretary, recommended Emil Michael, a former senior executive at Uber, for the transportation role, an idea endorsed by the tech entrepreneur Elon Musk. “Trump, however, had never heard of the guy – and that made him a nonstarter.”

Lutnick, meanwhile, tried to block the nomination of Duffy by digging up dirt on him. He asked his team to search through hundreds of Duffy’s TV appearances to find an example of him saying something critical of Trump that might turn the president-elect against him.

Karl writes: “Lutnick’s team had to go back nearly a decade – to the early days of the 2016 Republican presidential primary – to find anything Duffy had said that was remotely negative about Donald Trump. He finally found a September 2015 interview in which the then congressman had said he didn’t believe Trump was a real conservative and didn’t think he would win the party’s nomination.”

The sabotage nearly worked: one stray comment from a decade ago nearly cost Duffy the job. But not quite. “Trump, reconsidering the pick, called Duffy and his wife, Rachel, and they were able to convince the president-elect that Sean had long since changed his views on Trump’s conservative bona fides.”

On 18 November Trump announced that Duffy would be transportation secretary. In July this year the president said Duffy would serve as acting Nasa administrator too. On Wednesday Musk posted on X: “Having a NASA Administrator who knows literally ZERO about rockets & spacecraft undermines the American space program and endangers our astronauts.”

The Atlantic staff writer’s new book, The Project: How Project 2025 Is Reshaping America, is a swift but thorough overview of the vast far-right plan for a second Trump administration that achieved notoriety last year. Over just 138 pages, a passing dream next to the Heritage Foundation’s 922-page doorstop, Graham considers the origins of Project 2025, its aims and effects so far.

There’s a reason Project 2025 came out so long.

“They’re looking at a 100-year timeframe,” Graham said. “They’re looking at things from the New Deal and saying, ‘This is where the government went wrong, and we need to fix these things. We need to change them permanently and reframe what the government does and what its relationship with every American is.’”

The New Deal is the name given to the vast expansion of the federal government under Franklin D Roosevelt in the 1930s, in response to the Great Depression and laying the foundation of the modern US state.

Project 2025 was published in 2023. As the 2024 election loomed, Democrats raised alarms about its hardline policy recommendations on issues including climate, LGBTQ+ rights, reproductive healthcare and more. Incendiary rhetoric raised awareness too. Kevin Roberts, Heritage president and author of the Project 2025 foreword, said he and his allies were “in the process of the second American Revolution, which will remain bloodless if the left allows it to be”, then peppered his own book with images of fire and destruction. In praise of Roberts, JD Vance, Donald Trump’s running mate, said it was time to “load the muskets”.

To Graham, such bellicose rhetoric was “terrifying” but also, in retrospect, a clear signpost to things to come. “To say that publicly before the election is really a strange public relations choice. It’s such a chilling thing to say. But you know, it told us what they wanted.”

Amid controversy, Trump tried to distance himself from Project 2025 and its authors. But then he won the election. At the outset of his second term, he duly unleashed slashing cuts to federal staffing and budgets and a barrage of executive orders advancing policies directly linked to Project 2025 or firmly in its spirit.

Graham is an award-winning reporter, used to working fast. He started writing The Project “at the very end of November”, weeks after Trump defeated Kamala Harris, “and turned the book in in mid-January”.

He wrote the book, he said, because “we the press, we the American public, had talked a lot about Project 2025 during the election, and it felt like it had kind of gone away – but it remained really relevant. And I felt like there was a lot in it that I didn’t understand, and a lot that had been missed.”

During the 2024 election, experts did indeed advise that such policy plans for possible administrations have existed for decades but have rarely been enacted. The sheer size of Project 2025 might also have lulled some into a false sense of security. Like many reporters, Graham “had dabbled in parts of it”. Unlike many, he found “it was a different experience to read the whole thing altogether.

“I think it is both more radical in some ways than it came across – like, when you’re just reading atomized policies, you don’t get what a social program it is – [but] one of the other things that I think is interesting is how there are ideas that I think are either [only] fairly objectionable or might have widespread appeal, right next to ones that are totally out in right field. You’ll be in the same paragraph or in the same chapter.

“And the third thing I think is interesting is the way there are disagreements within the text, either between the authors or between the authors and Donald Trump. Those cleavages within the right I think are worth paying attention to now.”

Trump opponents looking for cleavages will not find them in the influential office of management and budget, now directed by Russ Vought, a Christian nationalist, advocate of “traumatizing” political enemies, and Project 2025 co-author. The original director of Project 2025, Paul Dans, fell victim to political necessity in 2024, forced out of the Heritage Foundation as Trump came under pressure – but remains a true believer, recently declaring Trump’s actions in office to be beyond his “wildest dreams”.

But there is also Elon Musk. The world’s richest man has led Trump’s so-called department of government efficiency, or Doge, in attacking federal agencies and departments with startling speed and recklessness.

“This is one of the places I have been most surprised,” Graham said, “because I think the methods that they lay out [in Project 2025] are really important. I thought that an important part of this was going to be how deeply people like Russ Vought had thought about, ‘OK, how can we work within the bounds of the law to achieve these things? How can we rework the bureaucracy?’ And in fact, Musk came in and just blasted right through it and made it a lot easier for them, and a lot faster. I certainly didn’t expect that. It’s not contemplated in the book or in the original document.”

Nor are Trump’s beloved tariffs much loved by Project 2025 and its free-trade-loving authors.

Graham said: “There are these big differences within Project 2025. The most obvious place is the chapters on tariffs … they [also] disagree with Trump on Ukraine. They’re much more hawkish on Ukraine, and anti-Russia. You have this sort of standard, ‘We stand up for Israel, We oppose Iran,’ sort of thing, but foreign policy is barely mentioned. It’s all about China. And Trump talks the talk on China, but then many of the things he’s doing, like tariffs, which are discussed in Project 2025 but not as a major priority, are alienating the rest of the world, which makes it very hard to take on China.

“But then, even something as small as how to handle childcare, you have different people having different views [within Project 2025]. One of the things that jumps out at me is they did a really good job of figuring out how to meld these longstanding social and religious conservative priorities on to Maga. They find places where they can work with Trump.

Trump is very interested in talking about trans rights and Democrats, and men are very interested in fighting back much more broadly on gender norms, LGBTQ+ rights, and so … Project 2025 becomes sort of like a tip of the spear to get Trump’s attention. They care about “wokeness”, and DEI, maybe for different reasons than he does, but they’ll attack that, and it gets him onboard.

On another key issue of Trump’s second term, Graham sees the White House and the ideologues of Project 2025 much more closely aligned.

Project 2025 is “very focused on illegal immigration, but also on legal immigration. Overall, the point is to have fewer people who are born overseas in the US, by whatever means necessary. And so they talk about mass deportation, and they talk about detention centers, but they also talk about reducing the number of visas that people get and trying to … find people who have lied on their citizenship applications, to revoke citizenship, denaturalization.

“There are things where you see maybe not a direct correlation but the same spirit. So we see in Project 2025 an argument that we need to crack down on student visas from quote, unquote, unfriendly countries, and use student visas as a sort of tool of political warfare.”

Trump may not be implementing Project 2025 word for word but its authors have much to delight them. Conversely, Graham’s book is sprinkled with lines that prompt grim laughter.

Consider the case of James Sherk, a Trump adviser on civil service and labor issues in the first term who drafted “Schedule F”, a proposal to reclassify about 50,000 civil service jobs as political, thereby allowing a president to fire such people at will. Under Joe Biden, Schedule F was shelved. Ahead of Trump’s second term, Project 2025 advocated putting it swiftly to use.

Last year, Sherk spoke to ProPublica. “The notion we’re going to can 50,000 people is just insane,” he said. “Why would you do that? That would kneecap your ability to implement your agenda.”

Under Trump, more than 260,000 government workers have been fired, taken buyouts or retired early.

Fifteen prominent historians filed an amicus brief with the US supreme court, rejecting Donald Trump’s claim in his federal election subversion case that he is immune to criminal prosecution for acts committed as president.

Authorities cited in the document include the founders Alexander Hamilton, James Madison and John Adams, in addition to the historians’ own work.

Trump, the historians said, “asserts that a doctrine of permanent immunity from criminal liability for a president’s official acts, while not expressly provided by the constitution, must be inferred. To justify this radical assertion, he contends that the original meaning of the constitution demands it. But no plausible historical case supports his claim.”

Trump faces four federal election subversion charges, arising from his attempt to overturn his defeat by Joe Biden in 2020, fueled by his lie about electoral fraud and culminating in the deadly attack on Congress of 6 January 2021.

He also faces 10 election subversion charges in Georgia, 34 charges over hush-money payments in New York, 40 federal charges for retaining classified information, and multimillion-dollar penalties in civil cases over tax fraud and defamation, the latter arising from a rape allegation a judge called “substantially true”.

Despite such unprecedented legal jeopardy, Trump strolled to the Republican nomination to face Biden in November and is seeking to delay all cases until after that election, so that he might dismiss them if he returns to power. His first criminal trial, in the New York hush-money case, is scheduled to begin next Monday.

Despite widespread legal and historical opinion that Trump’s immunity claim is groundless, the US supreme court, to which Trump appointed three justices, will consider the claim.

Oral arguments are scheduled for 25 April. The court recently dismissed attempts, supported by leading historians, to remove Trump from ballots under the 14th amendment, passed after the civil war to bar insurrectionists from office.

In a filing on Monday, the special counsel Jack Smith urged the justices to reject Trump’s immunity claim as “an unprecedented assault on the structure of our government”.

Seven of the 15 historians who filed the amicus brief are members of the Historians Council on the Constitution at the Brennan Center for Justice, a progressive policy institute at New York University law school.

Holly Brewer, a professor of American cultural and intellectual history at the University of Maryland, said: “When designing the presidency, the founders wanted no part of the immunity from criminal prosecution claimed by English kings.

“That immunity was at the heart of what they saw as a flawed system. On both the state and national level, they wrote constitutions that held all leaders, including presidents, accountable to the laws of the country. St George Tucker, one of the most prominent judges in the new nation, laid out the principle clearly: everyone is equally bound by the law, from ‘beggars in the streets’ to presidents.”

Thomas Wolf, co-counsel on the brief and director of democracy initiatives at the Brennan Center, called Trump’s immunity claim “deeply un-American”, adding: “From the birth of the country through President Clinton’s acceptance of a plea bargain in 2001 [avoiding indictment over the Monica Lewinsky affair], it has been understood that presidents can be prosecuted.

“Blasphemy certainly comes to mind,” Sharpton told MSNBC.

“I think that people ought to realise how offensive this is to those of us that really believe in the Bible. He’s doing this during Holy Week. Tomorrow is Good Friday, Sunday is Easter. Of all of the times you want to hustle using the Bible, why would you do it during Holy Week, which is really a spit in the face of people that really believe in the Bible from a Christian point of view?”

Trump announced the Bible project on Tuesday, in a video posted to his Truth Social platform and in concert with Lee Greenwood, the country and western singer whose signature song, God Bless the USA, is played at Trump rallies and gives its name to the new Bible-hawking project.

A website selling the Bibles featured Trump but claimed the project was “not political and has nothing to do with any political campaign”.

A statement added: “GodBlessTheUSABible.com is not owned, managed or controlled by Donald J Trump, the Trump Organization, CIC Ventures LLC or any of their respective principals or affiliates.

“GodBlessTheUSABible.com uses Donald J Trump’s name, likeness and image under paid license from CIC Ventures LLC, which license may be terminated or revoked according to its terms.”

Set up by people close to Trump, CIC Ventures is registered at his golf club in West Palm Beach, Florida, and has worked on other money-making ventures including digital trading cards and $400 gold sneakers.

Citing a source “familiar with the details of the business arrangement”, the New York Times reported that Trump is “getting royalties” from purchases of the branded Bible, which includes copies of the US constitution and other founding documents.

In his video announcement, Trump vowed to “defend God in the public square and not allow the media or the leftwing groups to silence, censor or discriminate against us”.

But as he is campaigning for president while facing multimillion-dollar civil penalties and 88 criminal charges in four cases, so Trump has diverted significant funds to paying legal costs.

The multiplying ironies of Trump selling Bibles have been widely remarked since the plan emerged.

Trump continues to rely on conservative evangelical Christian support despite being married three times, accused of sexual misconduct by more than 25 women, legally adjudicated a rapist, facing 34 criminal charges for paying off an adult film star who claimed an affair and often struggling to articulate his own supposed religious beliefs.

On Thursday, Willie Geist, a Morning Joe co-host, said: “I mean, $60. First of all, [Trump] wants you to pay for what he calls his Bible. There’s no your Bible or my Bible or Rev’s Bible or anybody else’s. It’s ‘my Bible’. Sixty bucks.

“We all know where the money’s going. They say it’s not going to the campaign, but there are awful lot of legal bills that need to be paid here … who knows what he’s going to sell, but I think we should defer to the Rev Al Sharpton on questions of the Bible.”

They ought to be defrocked if they would even try and act like this.

“This is nothing but … a hustle. You know, when I was growing up, I was licensed in the largest Black pentecostal church at the time, Washington Temple, very respected. But every once in a while a huckster evangelist would come through and they would sell blessed oils, blessed cloth.

“Let’s remember this man [Trump] has sold the pieces of his garments that he went to court with [for $4,699]. Now Bibles. I mean, if he’s not like the old hustlers that used to [profit] off old ladies that believed that this was the way to God, then I don’t know what it is.

“And for those in the evangelical community not to come out and say, ‘Wait a minute, during the Holy Week, that’s a step too far,’ makes us wonder where they’re committed.”
